				| Project Scope: 
				A conceptual land use plan was 
				developed for 16,000 acres of land, including part of the Puna 
				District community of Keaau.  The plan was based primarily upon 
				regional land use and economic forecasts.  It identified 
				specific development opportunities in terms of general projects, 
				scope, market, and locations, as well as potential project 
				constraints.  The forecasts considered anticipated demand for 
				agricultural and industrial acreage, residential units, and 
				commercial floor space. |
