				| Project Scope: 
				Coordinated preparation of a 
				combined facilities plan/EIS, which involved an evaluation of 
				five project alternatives relating to the expansion of an 
				existing wastewater treatment plant from roughly 0.5 mgd to 
				roughly 1.5 mgd.  Project considered a variety of wastewater 
				treatment technologies aimed at producing a tertiary effluent of 
				5-5 BOD/SS, as well as related plans for the reuse of wastewater 
				effluent for agricultural irrigation and the local production of 
				a soil amendment from sewage sludge.  Prepared forecasts of 
				anticipated population, wastewater flows, and water consumption 
				for various development scenarios; the assessment of concerns of 
				various interest groups involved in the project; analyses of the 
				Laie environment and an evaluation of potential environmental 
				consequences of the project.  Developed a recommended management 
				plan outlining an overall project schedule, construction 
				management options, and anticipated capital and annual operation 
				and maintenance costs.  Coordinated work of various 
				subconsultants analyzing local biological resources, water
