Experience
Jim Pedersen is the principal planner
of Pedersen Planning Consultants, as well as vice president of its
parent company, Pedersen Corporation. As principal planner,
Pedersen is the project manager for most of the projects completed
by Pedersen Planning Consultants. In addition, he also participates
significantly in the performance of specific technical project tasks
and related project coordination.
Pedersen has 36 years of planning
experience and has managed, participated, and authored a wide
variety of regional and community land use, infrastructure, economic
development, and natural resource management plans, as well as
various feasibility studies. He has served in both private and
public planning capacities and completed short to long-term project
assignments in Wyoming, Colorado, Alaska, Hawaii, American Samoa,
Federated States of Micronesia, Republic of the Marshall Islands,
and Republic of Palau.
Pedersen has prepared community
master plans or community development plans for Wyoming communities
including the Town of Wright, Town of Burlington, Town of Frannie,
Town of Alpine, and Town of Encampment.
Pedersen managed and participated in
the preparation of the Johnson County Comprehensive Land Use Plan.
This plan, in part, considered anticipated land use demands,
population growth, the consequences of expanded rural development,
natural resource issues, future land use management, and the
recommendation of land use development patterns for the
unincorporated areas of Johnson County.
Pedersen managed and participated in
the preparation of the Carbon County Land Use Plan, which was
adopted by Carbon County, Wyoming in 1998. This plan involved his
detailed evaluation of regional land use issues, economic and
demographic trends, environmental and natural resource issues, and
the recommendation areas for future land use expansion.
Jim Pedersen has also managed the
firm's completion of a Comprehensive Economic Development Strategy
for both Sweetwater and Carbon County, Wyoming.
Pedersen made a substantive review of
regional economic issues and trends, community assets, and barriers
to economic investment. In addition, he outlined specific economic
development strategies for a five-year planning period.
In 2002, he managed an evaluation of
economic development opportunities for the Town of Wamsutter, a
small town along Interstate 80 that is significantly influenced by
natural gas development and vehicular traffic. Pedersen supervised
the development of a statistical model that forecasted potential
employment generation for natural gas development, as well as
economic development opportunities for retail sales, retail
services, and overnight accommodations.
Pedersen managed a manufacturing and
industrial opportunities project for the Goshen County Economic
Development Corporation. This project involved his evaluation of
available commodities, rail infrastructure and highway networks and
other community assets, the identification of economic development
opportunities, as well as determination of barriers to future
economic investment. PPC used this information to develop
marketing materials and prospect selected industrial companies in
the United States.
Pedersen supervised and participated
in the preparation of a Tualauta County Land Use Plan in the U.S.
Territory of American Samoa. This plan, in part, involved his
development of growth management and infrastructure policies, as
well as recommended land use patterns for a rapidly growing area on
the Island of Tutuila.
Pedersen has also managed and
participated in regional utility master plans for water, wastewater,
and electrical power systems, as well as transportation plans for
roads, community airports, and commercial harbors. This experience
has typically involved his development of anticipated service
demands, the evaluation of past and future capital, operation and
maintenance costs, and the development of strategies for new
construction, facility improvements, as well as system operation and
maintenance.
In 2004, Pedersen managed the firm’s
evaluation of socio-economic consequences of the proposed Entrega
Gas Pipeline project that will extend through seven counties in
northeast and northwest Colorado, as well as southcentral and
southeast Wyoming.
Pedersen has extensive experience
associated with community involvement programs that represent an
important component of almost every land use or community
development plan completed by the firm. Pedersen regularly
facilitates discussions of land use issues and community
recommendations with elected officials and community
leaders, the general public, small
business and industry representatives, utility managers, and other
special interests. Pedersen has developed a variety of effective
techniques for encouraging substantive community input and the
integration of community concerns and recommendations to project
recommendations. |
