				| Scope of Services The wide range of social services 
				that are provided by state, county and municipal agencies in the 
				United States has generated a growing need for periodic 
				assessments of community and social service needs.  This is 
				particularly true for rural American communities where federal 
				and state funds are the primary source of financial resources 
				that are necessary to sustain these programs.  Community and 
				social service assessments are often made to ascertain the 
				future demand and need for community and social services, 
				improve the organizational structure and approach to the 
				management and delivery of social services, as well as enhance 
				the coordination of social service programs. The completion of social service assessments often includes 
				an examination of relevant demographic and economic trends, 
				discussions with social service providers, the evaluation of 
				social service delivery issues, the forecast of the anticipated 
				demands for future social services, and a review of available 
				community assets, technical capacity, and financial resources 
				that are available to support future social service programs.
