| Scope of Services Municipal, county, state and 
				federal agencies occasionally prepare recreational master plans 
				for the expansion or development of recreational areas.  The 
				preparation of recreational master plans often precedes 
				anticipated agency budget requests for property acquisition, 
				capital improvements, as well as future facility operation and 
				maintenance.  In some cases, feasibility studies are completed 
				to evaluate potential opportunities to privatize some public 
				recreational facilities, e.g., golf courses. One important component of recreational planning is the 
				determination of future recreational needs and demands.  Such 
				analyses require a careful consideration of the type and extent 
				of present recreational participation, the capacity of existing 
				recreational facilities, and a wide spectrum of factors 
				influencing future recreational activities.  Ultimately, these 
				analyses can be used to calculate forecasts of future 
				recreational demand.Recreational planning includes consideration of natural 
				resources in the vicinity of recreational sites, as well as 
				needs and opportunities for future resource management.  
				Analyses of potential constraints and important resources are 
				required to identify land and water areas that are suitable to 
				future site and facility development.  Concurrently, the same 
				evaluations can be used to identify resource conservation 
				opportunities and related resource management needs. Experience The firm has participated in the preparation of state 
				comprehensive outdoor recreation plans and  master plans for 
				regional parks.  This experience has included related 
				evaluations of recreational participation and demand, the 
				economic impacts associated with recreational development, 
				feasibility analyses of the privatization of recreational 
				facilities, as well as resource management and conservation 
				opportunities. PPC has also evaluated recreational needs and determined 
				opportunities for the expansion of community recreational 
				facilities such as indoor recreation centers, campgrounds, as
